Looks like most of or at least part of an Ideal-style loading tool.

When you open up the handles, what's under the metal plate near the joint? I am guessing there is a bullet mold under there.

Added after posting: Googling on "45-60 Winchester loading tools" turns up images on very similar looking tools. I am guessing that yours might even be a Winchester tool and not an Ideal or Lyman.
