could you buy a cheap lower, chop off the magwell (or render it inoperable as a semi-auto) and have the RCMP deem it "destroyed" (if they'd play ball) and then just single load blanks into your new 'non-firearm' can cannon?

Deactivation of a firearm involves blind welding a pin into the chamber or otherwise making the firearm completely inoperable. In the case of a lower, that would involve blind welding a hardened steel pin into the trigger pocket. Chopping off the magwell wouldn't change anything. You could use a POF bolt action upper with the permanently captured pin (making the upper nonremovable) and you would still have a restricted AR15, although your mags would still be limited to five for AR mags, and 10 for pistol mags.
