Can I bring a my brother & father, one as observer only?

My family rarely get's together, and I think this would be a great way to spend the afternoon. One problem - I'm the only one with a PAL. I know my brother can come as my +1 under my direct supervision. But can my father join us as an observer (non-shooter)?
