My question is: If I buy a non-restricted firearm (rifle), can I modify it myself at home, such as cutting the barrel, changing the caliber, or building a working replica based on the non-restricted rifle, without any special permit, license, or registration? Is my PAL sufficient for such modifications?

Please help me find the answer. I couldn't find a straightforward answer online.

There is a limit on how short you can cut a factory barrel... 18 inches for a bolt action, 18.5 inches for a semi auto. Measured from a closed bolt face to the end of the barrel... but your PAL covers it if you are working on your rifle.
 
You can modify to your heart's content as long as you don't cross one of the lines that make it a prohib. I'm not sure on the non-working replica, that may be a prohib all on its own.

Or make a change that moves it into "R" unless you have the RPAL.
Like cutting down a 'revolver rifle' into a pistol.
