That statement would be correct in some cases. But...
In this case, it isn't just the ITAR restrictions that you have to worry about.
The Sten is a prohibited weapon and any parts for it are similarly restricted/prohibited from importation to Canada. Parts for a prohibited weapon may not be imported (unless you have an import certificate). You may apply to DFAIT for permission to import and they may - or may not - deign to permit it.

You are missing a key word on this statement, and that is exclusively for a prohibited weapon. Since there is now a FRT in Canada for a semi auto sten, and it uses this very same stock, then that part (along with a myriad of others....just about everything except the stripped bolt, the magwell, and the receiver tube) doesn't meet the "exclusively" criteria anymore.The Sten is a prohibited weapon and any parts for it are similarly restricted/prohibited from importation to Canada.
