A barrel vice with the correct bushing to fit the barrel, and an action wrench to remove the present barrel. Then I guess you would need a lathe and a headspace gauge and possibly a chambering reamer and the knowledge on how to fit the replacement barrel.
 
"...savage barrel..." Savage rifle barrels require a barrel vise and action wrench too. The wrench is specific to the receiver. The vise requires bushings that match the contour of the chamber area of the barrel.
 
Or with a Savage you can hold the receiver with the action wrench clamped in a vice, and smack the barrel nut with the nut wrench, much less grunt needed.
 
If you go to the Brownells tech page they have a step by step instruction on how to do it. If you are at all mechanically inclined and can follow simple instructions you can do it. Unfortunately, if you don't plan to do it in the future it will cost you more for tools than it would cost to get a gunsmith to do it.

If you do it yourself I would recommend having a gunsmith check it out before you fire it.
