Can I take a bear while baiting deer within 500m of a dwelling?

This is why so many prefer to hunt on their own land.
You own the dwelling. Just shoot the bear. No need to ask for permission.

You still need permission if your bait is within 500m of your neighbor's house, even on your own land. I have 200 acres that I can't bait on as it is fronted on 3 sides by public roads, as well as a few houses.
 
In BC we are allowed to bait deer and not bear, if I was to bait deer and a bear walked in I would let it walk. It sounds like you have a couple options though from the regs that kodiakjack posted.

Someone wrote into the Meateater podcast with a story about hunting moose and grizzly in the bc interior. They had shot a moose close to camp and a grizzly came into the gut pile. They also had a Griz tag, but didn't shoot it. A CO stopped by to check them later in the week, and they told the CO about the bear on the gut pile. The CO said that it was a good thing they didn't shoot it, because it would be considered baiting because the gut pile was from a hunter killed animal. Obviously I have no proof a CO actually said that, but it's interesting to think about none the less.
