If i could buy that for 325, how much would it cost to get it in fully functioning order, and would a normal RPAL be good? Like whats the approximate extra for the drilling and such. Do lots of people buy old pistols like this, and make them functioning?

Hmmm - it's a repro, so would have to be registered for one thing.

For drilling the touch hole, I dunno - take your shops hourly rate plus cost/threading and liner.... just going to guess $40 hourly, $20 for drilling, $20 threading and $20 tax/other? I don't know really, I only go to a gunsmith when things are really bad :p

Why not try loyalist arms? - same prices, but the pistols don't need any work done to them - save yourself $100+ and the possibility of screwing it up. Spend that money on reloading and shooting supplues.
 
What threading? The way I understand how these repros are is that it is only the touch hole that needs to be drilled through.

CS, you do know that these are smooth bore barrels, right? No rifling so the grouping can be expected to be quite open from what you may be used to seeing.

Once altered to functional, it would have to be registered and you only require a standard RPAL. Cost of making functional depends on how much you can do yourself. The very least would be to drill a touch hole and you would be wise to use a drill press for that. To get better more reliable ignition you would want to install a recessed touch hole liner which would involve drill and taping to 5/16" x 32 tpi and fitting a liner so that it did not protrude into the bore and was flush with the outside of the barrel
At the same time those guns are economy grade guns with inexpensive locks and barrels made from who knows what kind of iron and are reputed to be made in India

While I would not consider the Italian replicas (often sold under the name of a North American importer's name) to be high quality, they are still better than the Indian guns, in my opinion. The best option within the constraints of reduced price would be to buy and import a kit gun from somewhere like Track of the Wolf or Pecatonica (if Pec sells them) using quality parts particularly the lock. If the touch hole is not drilled you should be able to import it as a non gun then register it once you have drilled the hole and install the vent liner.
The laws pertaining to importing kits or complete muzzle loading guns, particularly hand guns is something that you need to check with the CFC about and get their statement in writing, plus a call to Canada Customs. There are custom makers in Canada but I would expect their finished guns to start around $800 or so.

Made for thegunworks.com for $550 USD, for percussion. It has a single set trigger, and their own barrel (they bought Sharon barrel co.)
To import it,
Call CFC with a complete description,
Register online.
When you receive your reg.cert. call 1800- 267-8376 for your import permit.
Arrange for an ATT from Customs - home.
