Blanks for a ram set tool ?( different Colors for different power/strengths) starting pistol blanks different loudness`s .
Kinda hard with out the original box to tell .
They could just be training blanks for animals to get them used to the sound . Different colors different batches (or just used what they had on hand ) .
No Major Collector value un less you have the box .

Regular noise commercial blanks. Bought many boxes when CIL went out of the ammo business and still reload the cases.

I used to have some that were identical (same headstamp too) and some also had yellow cards crimped in place. Some of the headstamps had the word "TOOL" on them. This leads me to believe they were for an older ram set tool - as suggested above.
