Can u copy og migratory bierd permit?

Question came up at a meeting that a photo copy of a migratory bird permit instead of the orignal can be carried while hunting migratory birds. The back of the permit states "this permit must be carried", but a friend was given a signed note by a CO saying this was OK. I have been doing this since 1986 and I been checked while hunting without a problem. The MNR information line attendent said first its Federal and not Provincial and after being questioned on who enforces it, later said it is not acceptable. I can not get in touch with enforcement office, too busy to answer phone told by machine to call back and back and back. Anyone else heard this?
 
Why not just carry the original?? I have been carrying them since they started and never lost one. Still have most of them. If it gets lost, you can go buy another.
 
I bought one of those tourist neck wallet deals to keep all my hunting licenses in. Works good, lots of room for all the papers you need to carry while hunting, put the string around your neck and tuck it inside your jacket or sweater and it stays easily accessable and out of your way.
