Don't know if a powder bag is equivalent to a can of black powder...but not worth the strip search and potential jail time to find out :)
 
Why not phone Canada Customs and ask them? A Canadian can bring back up to 7 kg in containers not larger than 0.5 kg. Essentially that means up to 15 lb in one pound cans.
 
even if he gets all the us paperwork done canada wont allow him to bring any powder i think because his got no pal i mean like if his got a good lawer than its worth ashot

That's not correct. You don't need a PAL to buy, own, import, or transport smokeless or black powder. It's not a firearm or ammunition and it isn't regulated by the Firearms Act.

If he gets it to Canada it's not a problem with Canadian authorities, but it is illegal for anyone to export powder or reloading components (brass, bullets, powder, primers) from the US without permits and it doesn't matter if they are US or Canadian citizens, or even Mexican for that matter. US law says it's illegal without a permit, and that's the end of the story in this case. .
 
Technically he can bring 8kgs into the Country.
He will be asked his intentions, also his length of stay , see where this is going ? The rest could be up to the discretion of CBSA.

what jethunter said it right. CBSA won't care much. Take your chances getting out of the US if you want, but don't listen to these other people who don't know what they are talking about.

I personally, don't want to end up in US jail, and would feel pretty bad if I was the reason my buddy ended up there, but to each their own.

I agree. A no brainer. Don't do it.
 
In my recent discussion with U.S. customs concerning blackpowder being exported from the U.S. they told me that as it falls under 1.1D and if its used in ancient firearms such as muzzle loaders you can take out 50lbs per year. Where they draw the line is it must be pure black powder, no substitues.

The import max into Canada per trip is 8kg.
