It looks like a worked over AR upper to look like an FAL.
I found it searching for wood stock sets for an AR.

since uppers are not regulated except by the US State Dept for exportability you should have no problem bringing that upper in with the right paper work.

The upper is no different then any other side cocker AR. It's an uncontrolled part. There would be no problem with owning the upper and simply putting it on any AR lower you want.

Other than the U.S. export B.S. you normally have to go through, I don't think it would be a problem getting the stock and the upper, but I'd imagine the reference to FAL would get it hung up here in Canada. It doesn't look like a standard milspec lower would work anyway.

What about an AR in 6.8, would you need a different lower as well? I mean because it would be a bigger round.

It is a regular DI upper. There is no piston assembly. The FN gas plug sticking out of the front is purely cosmetic.

So even though it is 6.8 it will still run on the same lower?

Yep, 6.8, 7.62x39mm, 300 Whisper, 204 Ruger, 6.5 Grendal, 50 Beowolf, and about 5 other cartridges all run off a standard AR15 lower. The 9mm uses a slightly different hammer and a drop in mag well adapter.
