Can you import/ship handguards from the US?

So I am unclear on whether handguards are ITAR restricted or not. I suspect they are, but then there is the whole question about ITAR exemptions if the cost is under a certain amount. Does anyone have any actual experience ordering a handguard from the US from say Brownells and receiving it?

I am not finding much in the length and style that I want in stock in Canada and would prefer to avoid the special order route since in my experience it has always taken at least takes 2-3 months...
 
They are ITAR controlled but if the manufacturer is registered to export internationally under ITAR, you can order them and shipped to Canada via registered ITAR store/exporter ie Brownells etc.

If the value is under $500US, you don't need to apply for an export permit, just an end user statement needs to be filled out if your total value of firearm parts costs more than $100US. I recommend Parcel Post Priority Mail International (USPS) for lower cost shipping and no UPS brokerage fees. Don't panic if you see UPS tracking. They will ship it via UPS at the start until it reaches Canada where it gets handed over to Canada Post. Unfortunately the tracking does not carry over to Canada Post (at least not that I've seen).
 
What exactly is an end user statement?

One of the reps will email you a PDF form to fill out and sign and then send back to them. Basically it's your shopping cart items, prices, address and signature declaring the items are for personal use, not for resale. A 5yr old could fill out the form.

Oh, read the item's details info box. If it says "Item not available for export out of the USA" then you're SOL and need to go with a backup item.

Ordering from Brownells is easy as dealing with any online retailer, Sandy will let you know whether you need a End User Certificate or it is not allow to be exported, it is all pretty loosey goosey, it all depends on the price and whether manufacturer is registered as an ITAR exporter.
 
With Brownells it'll also tell you under product description whether it can be exported or not.

A lot of aftermarket manufacturers parts usually can, it's those darn big name manufactuers that have gov't contracts that won't.
