Can you tell me about this brass.

It says "Imperial .308 Win" on it i googled it and couldnt find any thing.

Do you know who makes it and how it is for handloading/quality.

There was a manufacturer of ammo named Imperial. The 308 Win was one of the calibers that was "special" for winchesters. The brass is high quality and should render many reloads if not shot at too many max loads.
 
Imperial is Canadian made and thicker than the brass from Winchester and Federal so it should be loaded with less powder due to less internal volume. The Canadian made Dominion brand brass is better in quality than Imperial, but with careful reloading it should last for at least four reloads.
 
For umpteen years THE Canadian manufacturer of ammunition was Canadian Industries Ltd. (CIL). Their trademark ammunition name was Dominion. Especially with 22, they added many more names, like Super Clean, Whizbang, Imperial and various target types, one being Bisley.
On the 22 ammunition, I believe all were headstamped with a big D, (For Dominion.) Many different headstamps were used on the centre fire, such as, just CIL, CIL Dominion, Dominion, D.C.Co, plus other variations. Dominion ammunition was top quality, second to none. Then they came with their Imperial line. In centrefire I think there was no change in the ammunition, but in 22 it designated their high speed line.
When CIL closed out their ammunition line they apparently sold the Imperial trademark. The new ammunition was made with the following designation:
IMPERIAL IVI. I considered this ammunition as very poor. I chronographed 243 ammo that was listed on the box as 3200 feet per second, but actually chronographed, on a good instrument, at approximately 2600, with a variation of something like 125 feet!
 
By the 80's the tooling was well worn. SNC chose not to retool for civie ammo and sold the gear to Eldorado, then they sold it to Jamison, now making 408 Cheytac.
