Just a question, why is this type paper weight legal vs brass ones are not?

Because the brass ones are made of brass. Literally:

Former Prohibited Weapons Order, No. 8

15 The device known as “Brass Knuckles” and any similar device consisting of a band of metal with one or more finger holes designed to fit over the fingers of the hand.

Only metal ones are prohibited. Plastic or polymer is ok. Wood, ceramic, rock, carbon fiber or Jello would also be ok. These ones are made with G10, which is some type of fiberglass layers bounds with an epoxy. This is about as solid as an electronic circuit board of the same thickness.
