Canadian Legal AR Upper Conversion

Yea but the upper fits the lower and it uses mostly ar 15 parts like the bcg. Unless the top was modified to not fit into existing ar 15 lowers then this would be just like that dominion arms upper .50 bmg that fits on a ar-15 and is restricted. Atrs had to design there own lower that was made so no ar upper would fit. So this in my opinion would always be restricted because it's an ar 15.
 
Is it on the FRT?

Really this has a totally different bolt carrier sans bolt, safety, fire control group, grip and buffer system. Unfortunately it has identical pin dimensions.
 
Ar 15 varaint it doesn't need an frt. it's already got one it's an ar15 in the eyes of who law the pins line up
 
Even if the upper let's say doesn't fit but somehow you could hold it together and make it function I'm pretty sure the way the gun lab works it would be considered an ar 15.
