Yes, we (Crappy Tire) has just worked out a deal with a new powder supplier (like within the past few weeks) - the previous supplier had been unable to provide "anything" for the past 24 months.
The new supplier deals directly with the individual stores instead of going through the corporate warehousing/logistics system so if individual stores are "on the ball" they can provide a really decent selection of Hodgdon, IMR and Winchester powders.
(this also means that, like firearms, there won't necessarily be price matching or even the same price on a store to store basis - the individual stores will decide what they carry and set the price according to "local" policies - it also means that if a store decides not to set up an account with the new supplier then they can't order in special like they could when the product was corporately controlled)

Store by store basis - and I know exactly because I was the one that did the leg work to set this up.
After complaining for a year and half about not being able to get powder, either smokeless or Black Powder Subs through our normal ordering system. I submitted up a memo asking to be given an exemption to go outside the normal supply chain to get powder (which was available for other suppliers - just not "approved ones").
The number two outdoors guy at Corp who looks after hunting in particular asked if I could help him find a new supplier, come up with a list of what we wanted to buy from them, negotiate a price that the supplier would charge all stores for the various sku's etc and additionally, find a supplier that was willing to set up a corporate account to handle the billing of the product through the corporation but handle the orders and ship direct to the individual stores.
In the Crappy Tire world this is referred to as a Foreign Merchandising Agreement (FMA).
So an individual store makes up a product list including the UPC, description of the product, the cost to the store, the terms etc and submits that to Corp. Once approved the (supplier) does whatever paperwork is required to set up the billing of, through the corp, to the store and provides some guarantees (price, availability, whatever).
Once the billing is in place, the "originating store" is notified and then other stores are notified that an FMA source for "x-product" is available.
It is then up to the individual store to contact the Vendor and set up an account. They can then order from the "approved list" of products that they supply. The supplier will ship directly to the store BUT send the bill to the Corporation, who will pay it, tack on a premium of their own for "handling the transaction" and then bill the store.
There is literally hundreds of these FMA agreements available to the individual stores - some dive right in, others don't want anything to do with products that are not "part of the typical assortment" (for whatever reason).
The result of the program however, means that if two stores in the same city source powder (in this case) through the program and say the cost of Win Super Powder is $20 (all fees in) to the store, because it's done on an individual store basis, store 1 might put it on the shelf for $25 (base plus 25%) and store 2 may put it on the shelf for $30 (base plus 50%) AND there is no price match guarantee nor is there any requirement for Store C to carry it at all and if in fact they have not set up an account with that particular FMA supplier then they can't even source the product "at all".

Any suggestions on how to 'convince' a store to take advantage of the FMA and start bringing in powder???
Just at Langley Canadian Tire. The only powder they had i was remotely interested in was Varget. Guy went in the back and got me a lb, he said they still had 18lbs. Only one lb as the price was $53.75 out the door. The only thing worse than overpaying for powder, is not having powder.
I also asked for powder at WSS, they did not have any. The fellow i talked to said that they had been told that a shipment of Reloader powders had been shipped to them.
Canadian tire sure takes advantage of shortages whether it's powder or 22 ammo. My cantire is $49 per pound across the board. I can walk across the street and get it for $10 cheaper.
I was there today at the Langley store and bought 2 pounds at $47.99 each. Dealt with Matt, a shooter himself and seemed like a good guy. He said they had more coming in as well, various powders, not just Varget. I asked him about stocking primers and he said he was working on it, so stay tuned. I'm just happy there is another source locally.
