I am at a total loss.
Any help from you CGNers would be appreciated.
I have tried EVERYTHING. I have a national match rear sight on my new Garand and I cannot turn the rear sight to correct for windage. The elevation knob on the left turns just fine. The windage on the right side will not budge one mm. I have loosened the screw on the rear sight all the way out. No luck.
The inner flathead screw on the right side will adjust height, but the outer windage knob will not budge no matter what I do.
This may be a stupid question but I could use any help I could get.

The last thing you need is to (out of curiosity) experiment with your rear sights only to find out that the metal is as soft as dog shzt and then strip the thread, and now you've got a problem. Yes sireee bob, you have to replace the knobs since they are effectively NFG (no good). Or you can leave them stripped and merely scope the rifle , but you might lose sleep knowing that the rear sights are a POS. Hey, you got a great forged receiver for $ 400 !! Be happy. Everything else that came on that receiver is a bonus !! Life is good.
