Can't buy Migratory Bird Permit for a friend

This thread is about 50% rant / 50% request for info.

I went into the local post office to buy a Migratory Game Bird Hunting Permit for myself and a hunting buddy. I was told that I couldn't buy it for another person, they had to buy it themselves.

I've purchased for friends last year and years past. Has anything changed or did I run into a postal manager high on their own authority. They did make me produce ID and fill it out the permit info on the spot, something I thought a little OTT.

What's so sinister about a Bird Permit? You can buy it online now FFS. Anyone else run into problems or work at a post office who has some insight?
 
I bought mine online last year. No problems. This year it wouldn't let me pay. Almost done and then it wouldn't let me enter a phone #. I tried 2 or 3 times and then went to the post office. Paid and she gave me the form and said I had to fill it out and send it off myself.
 
I just got mine. Had to sign my name twice.

I don't think it is unreasonable at all to not be permitted to get one for another person.

You can't legally sign another person's name.

The Canadian Wildlife Service does valuable work on population assessment jointly with the United states. I'm happy to support it.
 
Yes you can. I do it every year for my buddies coming up to hunt from the US. You need their full names, d.o.b, full address and small game or bird license #. Its that easy. I see outfitters or their wives doing it here all the time for their clients too.
