I'm in BC. My application was received April 3rd or 4th. Issued on May 2nd. That's about exactly 28 days. Received in mail May 10th.

Canada Post was right: three working days. Mailed Wednesday evening, and it's signed for yesterday morning in Miramichi. so the first hurdle is done.
