Sounds like a case of illegal hunting in an illegal way.

Update, controlled shotgun only deer hunt not illegal hunting except illegal in the sense it's way to close to the road.

I met a woman last winter whose husband was killed by an errant shot 19 years ago while mending a fence on the farm. She said when he didn't come in for supper she jumped on the quad and went to check on him and found him lying dead right where he said he would be working on a section of fence. She said the rcmp concluded after the investigation that neither her husband nor the shooter were in visual contact of each other and that whoever fired the shot would not have known her husband was there and got hit. She said whoever it was never was found and never came forward. She said the police concluded the person was shooting at a deer and from the lay of the land and trajectory of the bullet was not on their land even. She said her neighbour had not given anyone permission to hunt so it was assumed the person was trespassing. It sure was a mind boggling story to hear.

All and all I am very glad that the driver was otherwise unharmed. That is the most important part of this story

The article says you can hunt within 8m of the 401, is that right? Some of the bigger highways around here have up to a 400m no-shooting zone around them...
 
8m or the fence line of a roadway. Doesn't matter how big the road is, you don't shoot towards a road unless you're sitting in a stand and know your bullet trajectory is heading down before it ever gets near the road.
