Been checking a lot of photos and info on doing a handle mod for scope. Never see one of these bolts with rust. It is magnetic (some stainless steels are) so I would like to know what kind of steel it is.

Yes, they are made out of special batch of Swedish steel. I have formula listed somewhere but they are well known as rust resistant.
Sweds would ship raw material to Germany just for purpose of milling receivers and main components. Same steel was used by all Carl G. and Fin's manufactures of Swedish Mausers.

"All Swedish Mausers, whether built in Germany or Sweden, were fabricated using a Swedish-supplied high grade tool steel alloyed with nickel, copper, and vanadium, a product noted for its strength and corrosion resistance."

So if I go with welding the handle what alloy would be a good color match?

Instead of welding on a handle in a different position, which can be a real pain in the butt, maybe you should look into a Remington style, replacement bolt handle. It wraps around the bolt body and is silver soldered into place. Look great as well as giving plenty of room for the bolt to move freely under the scope.
