Cartridge max length over book recommendation.

Not unless you are going to shoot it in THEIR rifle.

Set the OAL to whatever you want. Put it hard into the rifling, if you like. Then start low and work up to see what works well.

Bear in mind the magazine has a max length.
 
Two things to keep in mind....
The long length probably means that you are seating the bullet out more, which effectively leaves a bit more volume in the case. Conversely, seating to a shorter OAL decreases the internal volume, and has the potential to increase the pressure.

Does it fit in the magazine (if you are expecting to mag feed the rifle)? If you are planning on single shot, and manually place the rounds, it probably doesn't matter.....
 
COAL is also specified by SAAMI but only applies to manufacturers, so everybodys ammo fits in everybody elses rifles. Your COAL is entirely up to you, your individual rifle and leade length, and your max magazine length.

I just checked the mag and everything clears ok. I will run them through at the range and see where I end up, thanks again.
 
"...am over the max cartridge length..." It fit in the magazine of your rifle? The max OAL is different by bullet weight anyway, but the loaded cartridge still has to fit the mag. A 105 grain SP's OAL is 2.850" so you're nowhere near over the max, max.
"...how much bullet should be in the case neck?..." Enough to keep the bullet in place. As daft as that sounds.
