let's say a good price on 20 or 20 round rifle mags was found in the U.S., is it possible to have them shipped to a certified person or business who would then pin them to 5 rounds for a person to legally own in canada?
if so, who would these persons/businesses be? and what would they likely charge? [in other words is it worth the bother financially].
 
No need for certification any one could do it for you down south just make sure it's done right and stops at 5.
There is a guy down in Florida who does this commercially and doesn't charge too much.
I think he must be banned here as his company name does not print out on CGN.

of course it matters who the cbsa agent is as well- he may just sieze them on appearance alone, regardless of having the letter or not- then you have to file an appeal, and go through the system- it's far better to buy them in-country than risk somebody that has an attitude of "it's an extra step for me to shove a stick in there and PROVE that it only contains 5 rounds- i'm not gonna bother'- just look at what the knife guys are going through right now- order it through the states,and it gets seized at the border; go down to your local knife shop and buy it at our INFLATED prices, and it's legal
i was just over at his site and is it worth 4 bucks diff us for all the hassel?

Mags SHALL be pinned at 5 before reaching Canada or they are prohibited devices.

Call your MP and then write a letter and then remember to vote.

The products themselves, if they are controlled gun parts, must be produced by registered manufacturers to be exportable, regardless of value. The Canadian consumer may be sold no more than $100 in wholesale value of those items at a time.

The $100 limit on not specifically controlled goods applies to the US exporter, not the Canadian consumer.

In this case, it translates to the same limits on the OP either way, whether it's what he can buy or what may be sold to him. But I wouldn't want to mislead the OP into thinking that was all you could bring in from other countries.
