let's say a good price on 20 or 20 round rifle mags was found in the U.S., is it possible to have them shipped to a certified person or business who would then pin them to 5 rounds for a person to legally own in canada?
if so, who would these persons/businesses be? and what would they likely charge? [in other words is it worth the bother financially].

I think they have to be pinned prior to importation. What I used to do was have some mags sent to a friends place in the US, go down with rivet gun, and pin them myself.
 
Again, US export controls apply.
The export of gun parts by other than a licenced exporter is a federal offence.
 
Gun parts generally cannot be exported by anyone other than a licenced exporter.
The $100 exemption from a shipment specific export permit applies to licenced exporters.

Nope. Still has to be a licensed exporter. Just less paperwork for them to do under $100. If you try to smuggle out $90 worth of gun parts from the US, and the Americans catch you, it's big time crime.
