I am currently using 5 grain of cfe behind a 124 grain campro bullet and it seem to working well for me so far in my 9mm. not sure if I am making any kind of power factor as I do not have crongraph yet but I am getting good accuracy out of my jerico with it.
I loaded up a bunch of .40 with CFE and found it worked really well in my Beretta 96. 180gr FMJ over 5.7gr of CFE.
The powder appears to work better the close to max load it gets. However, the spread between min and max is tight (only 0.6 gr separates the min load from the max load for 180gr projectiles), so it's not something someone who doesn't know what they're doing should be using.
Burn rate wise, it's somewhat slower than Win 231 and HS-6, but faster than Longshot.
The yearly Hodgdon's Annual Manual (reloading magazine) has published several articles on these new powders with bore scope photos.
A chemical is added that holds the copper in the high pressure gas mixture and the copper is blown out the end of the barrel.
A second chemical is added to keep the copper from sticking to the bore of the firearm. And repeated use of the powder will even remove old copper buildup.
All this was at the request of the American military for cleaner burning powders that deposited less copper in the bore of cannons to small arms.
This also goes hand in hand with General Dynamics Weapons Division who now owns the old Remington and Winchester powders teaming up with the Australians to make "Extreme" powders that are more temp stable "AND" cleaner.
