You won’t find a reliable semi for $200. Being new to owning firearms I would suggest a used bolt action. A quality used bolt action with a little care and maintenance will outlast you and will make you a better shot. The EE has excellent used bolts for sale regularly for ur price point or even less.

"Wear it out" I bet you won't.
Why do people insist on cheaping out on the firearm they going to shoot most?
Buy a good 22 and you'll have it for life. Probably end up giving it to your grandkids who will still not "wear it out."

Regardless of what you chose . . . cheap quite often is cheap because the manufacturers have discovered a ways and means to keep it cheap.
A 22 rimfire is an excellent starting point. Cheap ammunition can be bought and some sales make it even cheaper.
Look around, join a gun club, find a mentor and handle a few before you make a purchase.
While looking and waiting you might find yourself saving some money to buy something better.

BassPro has Savage 64s ON SALE for about $150 and Ruger 10/22s for about $250. Depends on what you feel 'cheap' is. Also the Marlin 60s are very dependable with tube magazine, and only around $300, as are the Savage A-22 or B-22, both of which have a rotary magazine. I have the Savage-64 and the Marlin-60 and both are reliable in my opinion, and more accurate than the Ruger.

My biggest issue with the Savage 64 is the magazine seems to wear out fast. Like, really fast.
No eye-deer where the OP is situatitted, but the Kannuckbuck in Merritt had some Savage repeaters
in their gun cabnits for under $200 ahh wilst back.
I figured these were an awssum price.

The Savage Mk 2 is a nice line of rifles to go and take a look at. You've got quite a range of options available and a range of pricing as well. Synthetic stocks, cheaper wood options, very nice laminate wood stocks. Heavy barrel options, stainless steel, etc.
It's worth paying a bit extra, and getting something that's going to last. It's cheaper to get a more expensive rifle in the first place, rather than buying a cheaper option and paying for upgrades. I originally looked at getting the cheapest heavy barrel Mk 2 and replacing the synthetic stock with wood, but it ended up being cheaper to buy a much nicer heavy barrelled rifle with a wood stock from the get go.

I own many 22lr rifles. This is my recommended list from some of what I own that are closer to your budget. I own others but these are the ones i'd recommend.

- Any CZ 22lr rifle, bolt or semi (452,455,457 or semi 512)
These rifles are the measure that all affordable 22lrs are now judged by. They are well made quality pieces that are accurate and are all magazine compatible (~$450-$800 used-new avg)
- Norinco JW25a
Norinco JW25a , is a 22lr K98 rifle trainer....this rifle is simply awesome. I have loaned it out to my mother who at 68yrs old has started shooting at the range and got her licence last year. This Norinco is just as accurate as my CZ rifles at 100m. They are about $300 used on the EE boards when they come up but are not as common.

I have put over 2000rd thru mine and it is one fun semi that is just as accurate as my CZ512. These rifles are similar to an AR in design and cost about $450
- Ruger 10/22
I have the takedown and had to send it for warranty due to poorly aligned sights and a loose receiver lockup. I had just about given up on the rifle not being able to hit the broad side of a barn with it.....after warranty and proper fitting this rifle is accurate as heck and very reliable. You may get a good one or at least Ruger honours there product and you will get a good one back after service. You are stuck with only 10rd magazines though thanks to stupid arbitrary RCMP made unconstitutional laws.
A realistic budget is btw $300-$800 for a good 22lr. Like others have said if you are only going to buy a few rifles you are better off buying something of quality. As for cheaper options I hosted a fellow at the range a while ago that brought out a Mossberg blaze which is a cheaper 22lr semi. He has nothing but problems with the rifle jamming like crazy. It may have been ammo related but my logic is my guns shoot anything or they are gotten rid of. Even my good rifles have had trials with junk ammo to see if I can actually rely on them, if they haven't passed that test I don't even bother feeding them good ammo I pass them on.

A good used Cooey, or a Savage/Lakefield MKII is what I recommend. As has been said before, a little maintenance and any of these rifles will outlast you. I have a couple of Cooey's that were made before Winchester bought them out, and they still work flawlessly.
