there ain't NO such thing- cheap bullets come in COMMONLY available calibers( 223, 30, etc) that the manufacturers produce IN BULK- the 323 aka the 8mm falls into the hunting round spectrum, and that's why you have to pay premium prices - norma makes a farily decent bullet for it, as do a bunch of others,but you run into import charges - the situation reverses itself when in europe, where the 8mm is king and your 30 cal is a "hunting" round-the cheapest 8mm you get is milsurp, and those vary in construction and weight- it'sthe army, so any old slug will do- that's the attitude of most bulk bullet makers- - i've seen a variance of as much as 4 grains on 30 cal milsurp- the "hunting" bullets they get a bigger dollar for fewer bullets, so the tolerances are tighter
