Cheap USP 9mm barrel?

I don't know the price, but I would assume any H&K dealer would get them through Nichols in Montreal. If you're in Ontario, Simmons has been getting H&K parts quickly as long as they're in stock in Montreal. If not, the boat from Germany takes 6 - 8 months.
There are several barrel makers in the U.S. that have drop ins for the USP, but your aware of the import issues.

If it is like every other manufacturer, yes and no. The 9mm barrel could fit, but it is going to have a smaller Outside Diameter so the barrel will move around so much that it'd be almost completely useless.
Usually to go from 40 to 9 you need to get an aftermarket barrel which will share the same O.D. but have a 9mm hole instead
