cheapest .22-250 for coyote hunting?

Depends on if you want to buy new or would accept used, and how good (accurate) you want it to be. Accuracy is pretty much what it's all about, isn't it? For me I'd say a used Rem 788 is tough to beat if it's in good condition. Very fast lock time helps with accuracy too. Even if you have to refinish the wood, it's well worth doing if the barrel has a good bore.
