Nothing wrong with a Norinco or Dominion Arms for a starter to get into the AR field.
For best bang for your buck, wait for the Canada Ammo Boxing Day sale and hover over your keyboard between Dec 26 and New Years.
They usually put their DA556 rifles down from $599 to $499!
A lot of the people who build don't do it to save money. Many of them do it because they want their AR to have specific (usually upgraded) features. It then becomes cost effective to build it the way they want it rather than to buy one and then replace parts on it.
Building will cost you more in Canada; a lot more if you have to buy the specialized tools.
Hogwash!! If you're patient you can put quality builds together for less. I bought a 14.5" BCM barrel off the EE for $200. The ad sat around forever too, it was kind of hidden by a bad description. Aero lowers and uppers are cheap and the small parts can be had cheap because someone feels a need for $300 trigger and let's the spare parts go for cheap. It's not a fast way to build though. Patience is key.
The only problem of building up an AR from parts of EE is that you get killed on shipping if you have to get a a bunch of different parts from different people.
