Cheapest setup for an AR in .22 ?

Well I've been browsing around still trying to decide on what to get hopefully before next summer and the price of ammo has really gotten me down. What I finally end up getting, both me and my brother will be shooting for an year at least before the next purchase and conserving ammo isn't really going to be an option. I've been looking at AR upper and lowers and the prices are really confusing, ie a stripped lower is around $200, but a full lower is $400 or so and uppers I'm seeing at near a grand fully assembled. I'm confused, what in terms of parts do they take out of lowers and uppers that drive the cost up so much? When they say stripped, do they mean completely devoid of all internal parts, and you just get a bare frame?

Also based on what you guys have built, what would you say the cheapest an ar 15 chambered in .22 can be built for?

And is it cheaper to get built frames or stripped ones and order missing parts individually?

EDIT: Ah almost forgot, AR 15 variants chambered in .22 aren't classified as restricted are they?.

A 22LR upper is around 700 to 900 bucks, then add a lower for 400. It will cost over a grand to get into the AR club. Sorry.

Your best bet if you want to shoot a black rifle on the cheap is to invest in a Ruger 10/22, then get a Nordic kit for it, which turns it into a AR but shoots 22LR, it can even accept AR parts such as handguards and grips. Best of all it is Non-restriocted since technically it's a Ruger 10/22 under the dress up kit. And it'd be cheaper than a AR.

I was leaning towards that, but I've only seen the regular capacity rotary mag on it, can the ruger 10/22 accept high capacity magazines? Then theres the fact that a long banana magazine would look just silly on that.

edit: NVM, found this. I still say that mag looks pretty silly.

No seriously, why couldn't they move the charging handle back, give it a short rail, longer barrel and proper front grip. I don't see a forward assist either for some reason,... if it's so unreliable.

The receiver also looks like it's made of plastic.
