take out the decapper and tap the offending case out with a dowel/rod of some kind

Or just loosen the decapper lock nut off, back it up a bit, and hammer the decapping rod itself (if you can't get the decapper out). You might break the decapping pin, but they can be replaced cheaper than buying a new die.

If you can get the decapping pin/button out then by all means do that and use a dowel, but if you can't then use it as the dowel.

You might have everything you need already. don't rush-out and buy the "stuck case extractor"
You need to drill-and-tap a hole in the base of the shell. 1/4" 20tpi works well, and then using a socket or a stack of washers, just pull that case with the bolt.
And toss the die into a freezer for a few hours first.

It happens.
 
-Drill and tap the primer pocket (1/4"-20 or similar)
-Put a nut on top that has a hole large enough for the case head to fit through, but smaller than the die's base
-Put a washer on top of the nut
-Put a screw through the washer and screw it into the tapped case head
-Tighten

This will pull the case out of the die in exactly the same manner as the kit linked to in #3.
 
I have removed many a stuck case ( in loading die or chamber) with a squirt of "cold spray" or canned air) Works great at shrinking the case enough for it to drop out.
The canned air works when you discharge enough to start spurting liquid, then pump some into the case.
 
for the few stuck cases I've had I just screwed a sheet metal screw into the flash hole and put the screw head in the vise then tapped the die off the case.a squirt of lube(WD etc) before hand helps.I also cut the side off a piece of small diameter pipe to use against the die to get more surface area.
Works every time in minutes and no broken parts ;)
