Chiappa feeding issues?

I have a Chiappa mares leg in 44 mag. When chambering a round if I rack it fast then there are no feeding issues.. but if I rack it any slower then the round gets stuck halfway into the chamber.. I then need to back off the lever and the shell then flicks up into correct position so that I can close the action and seat the round.

Any ideas why this happens?
