Yet if you shortened the 12 to the 9 you haven’t broken a single law

If you took a 12"one and shortened it to 9", you have 100% definitely broken the law and are now in possession of a prohibited firearm regardless whether it has a full length stock on it or not.

Yep, semi auto or single shot, you (including gunsmiths) can’t cut a barrel to anything below 18”. Do, and you’ve manufactured a prohib firearm.
