Any industrial hardware supplier will have them. KBC Tools, etc.
Brownells is always an option.
 
try Fastenal, they are good guys for this type of stuff, all sorts of bolt and stuff.

I bought the taps and bits from Brownells for the 8-40 thread SKS choate mount screws. They are only a few bucks each. Brownells shipped very quickly but the package sat at customs for a week or two before they moved it along.

Canadian Tire sells numbered drill indexes. I ordered two taps from Brownells as well. I also made a hole center punch to fit tight into the mount so all four hole are exactly centered.
Lined the mount up with the bore using a laser bore sight with a centered set scope and locked the mount down with vise grips (figured I didn't need 20 MOA mount for a SKS :D)
