"choke bored" rifle barrel

Is there such a thing? I refer to the seeming constriction in the barrels' last few inches when the cleaning rod needs a harder push to get through.
 
It is not unusual for a precision rifle barrel to be cut and crowned at a point where the bore is a bit tighter. If the muzzle is created at a looser spot, accuracy is likely going to be reduced. About the only way to generate a choked rifled bore is by extremely skilled lapping, by using Anschutz' techinque, with the enlarged exterior muzzle diameter.
