Modified is generally best, but can be used even with full chokes. If using Federal Flight Control buckshot, they work better with a more open choke, cylinder or Improved Cylinder.
 
This is the best pattern I ever got with 00 Buck.

Federal Flightcontrol 3" 00 Buck at 30 meters and shot out of a 12ga Rem 870 with a Full to Extra Full choke (.680).

Circle is a small pie plate ... 9 inches diameter.

I use a Carlson's made specifically for buckshot (lead, steel, copper or Hevi-shot loads). It is marked "FULL", .700". Good quality and shoots a tight 00 buck load out of my 20" barreled Mossberg 500.

Will depend on your combination of gun/barrel/ammo/choke, buy a set and and some ammo and go pattern. Have one 870 that patterns how I want birdshot and buckshot with a modified Rem choke, have another 870 that gives similar patterns with a full Win choke. Same ammo but different barrels and chokes, you won’t know till you try it.
 
I like tight patterns with buckshot. Best I’ve got is about 5x5” at 25 yards with my homemade, tumbled in a rock tumbler, powder coated buckshot. Using a ‘Kicks’ buck kicker choke, longshot powder, MG42 wad, and a new Cheddite hull. To me, the Kicks chokes are outstanding. Don’t use Flight Control factory buck shot as it would be wasted on this choke.
 
Depends what you want to use it for, home defense then a cylinder, you want as big a spread as possible at close range, if your talking 30 - 40 yards for calling coyotes then an IM or full will work best

Nobody in Canada would say that they're using it for "home defence" if they use it in that situation. That's a hole you'll never dig yourself out of in court.
 
OP does not say if they mean fixed or screw in chokes. Best one I had was a screw in Pattern master Code Black Goose. My old Baikal MP153 would put all nine OO pellets into the bottom of a Folgers coffee can at 25 yards.
