chopping a .223 bolt action barrel

just floating an idea here
i just picked up a rem 700 sps tactical in .223, and am liking the idea of a nice heavy short barrel.
what is the minimum legal length required for a bolt action, and what is the minimum barrel length reccomended for a .223?
also, what would the average price be to cut and crown said barrel?

so, basically the 20" barrel is the inbetween, losing a little bit of velocity, but maintaining compactness?
