I will give you Krieger's take on it. Bear in mind they are a long-time barrel maker and they have a exceptional track record for making superlative barrels.

They subscribe to the metallurgical belief that Stainless steel is unsafe for use in extremely cold temperatures. Furthermore, they feel that stainless should not be used to make light sporter contours for heavier calibers. I have my own beliefs, but I am towing Krieger's line on this one.

4150CM is a tough steel! You can safely use it in very low temps, and they are tough enough to use in light contours. It does rust, but it also blues whereas stainless does not.

CM is slightly cheaper too.

If I were building a precison rifle with a heavy barrel, I'd go stainless.

There are anecdotes about CM fouling more, but I simply don't buy that. Both types clean and last as long.
 
In my opinion stainless is better for overbore cartridges (less throat erosion), benchrest and varmint guns (high rate of fire). CM is better for hunting guns (more extreme cold tolerance) and high presure cartridges ( stronger steel ). My 2c
 
what company was that, must have 'em stored in the out house :D , stainless does resist rusting, but still you must care for it, heck even a park finish needs care.

Introduce iron oxide (rust) from a secondary source, and stainless steel WILL rust. This can be as innocuous as picking up a rusty chain or axe in the bed of your truck, transferring the iron oxide dust to your hands, and then handling your stainless steel firearm or stainless blade knife.
