Im no expert but I understand chrome lined barrels can be less of cleaning/ rusting barrel problem when firing corrosive ammo.
They may be a bit less accurate for cutting the rifling into the bullet as its being lead by the barrel down its short flight to the target.
On the other hand,... unchromed barrels tell you how it is...Dirty barrels and corrosive ammo need lots of cleaning.
I clean my unchromed Russian, every time I shoot it, even after its been cleaned, the barrel is always seemingly dirty... The dirty little BH...lol.
Anyways, I love sending the cleaning rod into the barrel once a week wheather she needs it or not.
You cant believe the filth that comes out on that muzzle patch every time I send Butches bore shine down the pipe in the unchromed barrel.
The un chromed are more maintenance, but worth it for the accuracy they tend to deliver... Just my opinion.
