CIL 772 12g problems

I just picked up an CIL 772

Problem the break open leaver should it push left and right or just right?
Mine only goes right and is few stiff. I have been cleaning & buffing it and a bit of oil but very stiff

any advice would be great

top levers usually only turn to the right in my experience.
