I work up in this neck of the woods, the natives up here don't actually hunt bears. They do however charge $1000 per day per person to go on bear watching tours. They have 4 to 5 crew boats with 6 people on each boat every day all summer and fall.
That's why they don't want anybody hunting bears up here.
Large bucks for them (tax free).
Everything else they hunt and fish anytime of the year they want, as much as they want.
Basicaly locusts.
