Cleaning brass with or without primers?

Doesn't make a lot of difference. The only one being the primer pockets don't get filled with media with the spent primer in.
"...dish soap..." Ixnay on that. Leaves a film on the case.
 
I always tumble first and decap during the resizing process. I tried decapping first one time and that was enough for me.

Not when you're using an ultrasonic and then a fresh water rinse.
