Its a law that exists in some areas, don't ask me why they considered it baiting and passed a law against it a lot of game laws aren't logical. I believe it is legal here in NB, I would check just to be sure. I believe Pennsylvania is one place it is outlawed so I wouldn't be surprised if a Canadian province had a similar law.
