can I just buy a top with a compensator on it to play around with almost no recoil for a 9mm

and if not what is the cheapest 1911 type pistol with a compensator to shoot 9mm for fun and

not in IPSC as I do not run well,

and also is there somewhere I can purchase the black badge course materials without paying 300 bucks as

I do not want to take the course at this time and in Alberta it is 300 beans,

to make your comp function you need a lot of pressure than what a minimum PF 9mm minor can offer.
you'll be better off running in classic division with 9mm minor. which would offer the same 'felt recoil' as a open major gun.
my 9mm 1911 has next to no recoil as is. Often get ribbed if i even load powder into my cases (3.1gr titegroup behind 147fprn)

Now if your looking to actually go the open route. There is no such thing as a cheap open gun (That functions, anyhow)
Most shoot 9major, or 38super. more powder, more compensation, flatter pistol (to an extent)

for a well built, functioning 1911 open gun (Because nobody places with a glock race gun) you'll be into the $3k range bare minimum.

As far as 'course materials' it should be 1-2 day course + simple written and practical test.
the 300$ would be the instructor's fee. some charge less, some more.
this 300$ fee would also include your first full year membership, 2 rule books and probably your lunch during the course dates.
