thats a good question but cant answer yet bcos we need to confirm that bell SKS are being sold first .
IZN SKS does do it your way but BEll SKS does not ... frontier sells both.
So out of the 360 rifles coming in at Frontier some are IZH and some are Bell? Have you spoke with them or?
Regarding the mag block:
YUCK! Is that COLD BLUE on the housing??? DOUBLE YUCK. I almost want to cancel my order!
Are the Frontier guns blocked identically?

I'd consider this the less desirable method. The closer the blocking cylinder is to the follower arm pivot, the more likely the follower arm can be bent out of shape due to firm shoving of ammo into the mag. If the follower arm gets bent out of shape, the mag won't lock back on the last round. I had this happen with one of my Norinco SKSs back in the day.

I saw a big mess of Russian SKS rifles today at the gun show. There had to be 30 of them on two adjacent tables.
Very nice but it appears the bores are not chrome lined...I thought about one...
Just for interest sake from the info on the crate I got form Al Simmons it looks like they were stored in 1956.
could a dealer brought some over to the gun show?

russian SKS came with non-chrome in 49 to part of 51 , thereafter it was chrome .
