Comparision of type of material used in Norc and USGI handguards

Are they both fibreglass? I read somewhere that the Norc might be some sort of plastic.

norinco - is fiberglass as well, but the finishing of the fase side is shiny......
the USGI - fiberglass, with gloss finishing....
