I am currently working up loads for my mossberg 464. I loaded up some 170 grain Hornady, and a few different cast bullets. Have my sights set for factory loads but my hand loads using both varget and lvr powder shoot them about 10-12" high. I have started at start load data and worked up to near max for both powders with same results. Now I can't see it being velocity issue as both powders will give factory velocity at some point of their spectrum. Does anyone have any theories as to why they would be so high? My sights are at their lowest setting.
 
Likely your velocity is LOWER than the factory velocity cartridges if you are shooting high, which seems counter-intuitive but has been my experience with a number of antique pistols and a Husqvarna 9.3x57,M1886 45-70, and a Mauser 458win mag. Increase the load for more velocity and you will most likely find your rifle shoots lower in relation to the point of aim.

What happens is that the effects of recoil have started to lift the barrel ever so slightly before the bullet has exited the muzzle. faster velocity allows the bullet to exit sooner, and it is less effected by recoil.
 
I wish I could increase the velocity. I tried 36 grains lvr, Hodgdon lists 36.3 as max and a compressed load. Varget I had up to 32 grains max is 33. the kicker is that these produced the best groups I have ever shot with a 30-30. 32 grains varget gave me 3 shots at a hair over an inch. This is 100 yards with a skinner low pro sight. Perhaps a faster burning powder will shoot lower. The only other rifle powder I have on hand is h4198 but perhaps imr 3031 would be better suited.
I have heard that increase in velocity can often bring poi down.
Jethunter do you have a pet load you use for your 165 gr cast?

if varget has produced the best accuracy then i would adjust your scope to suit that load vs trying to go for higher velocity. try the higher velocities and see if you can get the point of impact back on target but if that fails i would opt to adjust your scope to the lower impact point for better accuracy.

My hunting load is 27.5 gr IMR4064
