Converting a modern double to muzzleloader

Just guessing, but I would think because with an insert like that, it is not a muzzleoader, but still a breech loader. The adapter is really a self contained cartridge, just like a shotshell.

They were design to be used , either way , as a reloadable shell, and as a BP plug for taking a 209 primer, and loading it from the other end. Now if there was something in the paper work that said that the BP plug had to be permanently attached...then I’d say your right, but I have never seen... as of yet those words on any bill ....yet!

I would guess that if they can be inserted and locked in then one would be probably ok but if they remove easily via the extractor when the barrels are broken then there might be a problem .If your gun is inspected by a game warden and the shells are easily removed you may have a hard time convincing him if it qualifies as a muzzleloader.A quick visit or call to their office might save some grief
 
They have to be loaded from the muzzle. Any devise that can be preloaded and loaded thru the breech does not make the requirement.
The adaptors i have require the gun to only be loaded thru the muzzles
